RESEARCH

o Research areas of greatest inefficiency and identify potential for savings.
o Use published research data when possible.
o Monitor progress of relevant current research prior to publication of results.
o Sponsor research which directly benefits Green Mountain conservation programs.
o Support the Arrerican Water Works Association in continually identifying
conservation measures.

HOVVVIE V\IILl. KNOW VIE SUCCEEDED

Monitoring and Evaluation

Identifying these conservation strategies is, by itself, not enough. Water saved
through these programs will be an important component of future water supply planning.
The district will continually monitor how \Nell these strategies are \I\IOrking. Wlen they
should be initiated, intensified or phased out; how they affect customer's lifestyles or
business; how they affect the human and natural environment; whether they give rise to
unforeseen problems; conflicts or legal issues, and whether they are \I\IOrth their costs.

Monitoring and evaluating the water efficiency gains of diverse customer groups
using many conservation strategies is a complex challenge requiring a great deal of time.

o Design functional data bases and gather information in a timely manner.
o Review what each program is expected to contribute to water conservation and its
specific goals, including potential reduction of water unaccounted for.
o Design methods which will be used to measure and evaluate the progress toward
goals and costs.
o Define the information necessary for measuring success, the costs of each
program, and each program's overall contribution to conservation.

f'

10
