<br />SECTION 3. CONSERVATION MEASURES <br /> <br />Section 3.1 Role of Water Use Efficiency <br /> <br />The Canon City Water Department desires that its customers <br />understand the history, uses and value of water in Colorado. <br />Realizing the difficulty of the task it faces, the Department <br />accepts the challenge to educate its customers and disseminate <br />information to the public so they may better appreciate the <br />difficulty and complexity of water delivery systems as well as the <br />valuable role of water in our ecosystem and economy. This is <br />accomplished through continual availability of water education <br />materials, Water Treatment Plant Tours, and presentations at the <br />area schools. <br /> <br />The Water Department is also currently considering a rate structure <br />that will promote water conservation while being fair and customer <br />friendly. The goal is to focus on a message to our customers that <br />water conservation will bring them lower costs without reducing <br />customer satisfaction. <br /> <br />The affect of this water conservation program will be to reduce <br />water use but it is unclear at this time how many acre-feet will be <br />conserved as we are unable at this time to quantify the results. <br />We are, however, hopeful that water consumption per capita or per <br />unit will decrease in the future as a result of the mandating of <br />the 1992 Energy Policy Act and the implementation of the overall <br />water conservation plan. <br /> <br />3.2 Conservation Measures <br /> <br />1. Low Water Use Fixtures and Appliances <br /> <br />The Water Department relies on the 1994 Uniform Plumbing Code (UPC) <br />as enforced by the Colorado State Plumbing Inspector. The code <br />requires all indoor water using fixtures, showerheads, toilets and <br />faucets meet the requirements of the 1992 Energy Act. The Water <br />Department will consider retrofitting all water fixtures and <br />al22..liance~ j.n _thELC;;gnOn_~it~ r,j hrrlr~-OI anot~ing---DY-i-1GiHg.- -- <br />- ---All -new water use fixtures and appliances will conform to the 1994 <br />UPC standards. <br /> <br />2. Efficient Landscape Irrigation <br /> <br />The City of Canon City is building a new police station (located on <br />the valley floor) and will fund a public xeriscape garden at this <br />location. The xeriscape garden will be used as a model show place <br />for the public to view low water use landscape materials and get <br />ideas that will aid them in saving water and money in the future. <br />There are also plans to build a new Pre-treatment facility at the <br />Water Treatment Plant which is located on top of a mesa. Future <br />consideration will be given to developing a xeriscape garden at <br />this location also due to the difference in the geological setting. <br />5 <br />
