Town of Castle Rock
Water Conservation Plan

of the "Teach By Example" Grant Program. The following is a break down
of savings/cost ratios, and how the Incentive Credit Program is outlined for
implementation.
"Teach By Example" Program
Incentive Credit Program Break Down

Low Flow Shower Heads
Savings/Cost Ratio = 47 - 165%
This is dependent on shower duration, the longer the shower, the sooner the pay
back is realized.
Good Satisfaction Rating

Ultra Low Volume Toilets
Savings/Cost Ratio = 12 - 19%
Satisfactory Satisfaction Rating

Front Loading Horizontal Axis Clothes Washers
Savings/Cost Ratio = 7 - 15%
Excellent Satisfaction Rating

Exterior Retrofit
Savings/Cost Ratio = 1.8 - 3.9%
Note that these figures did not include labor costs, being that homeowners would
have accomplished work without assistance.

This information leads the incentive credit program to focus on interior device-retrofit
rebates instead of exterior. Rebates should be based percentage wise on reimbursement for
shower heads, UL V's, and then clothes washers.

Participation in a rebate program can only be estimated, due to response in similar
programs, and on the number of households that are capable of taking part in the UL V and
shower head portion, meaning that their homes were built prior to the building codes
requiring such installations. The first year of the program has a budget of $6,000, $3,000
from state grant funds, and matching funds from the Town of Castle Rock. The Town has
committed to budgeting similar funds in the future depending on program response.

Shower Heads (3 gpm or less) = 100% reimbursement for item cost
ULV Toilets (1.6 gpf or less) = 16% reimbursement for item cost
Front Loading Washers = 11% reimbursement for overage of regular washer cost
Exterior Retrofit = Reimbursement can only be considered on a case by case basis,

15
