Town of Castle Rock
Water Conservation Plan

Section 5
Water Conservation Planning

5.1 Future Conservation Measures

The Town of Castle Rock has demonstrated a commitment to water conservation for years,
whether it be from the aspect of balancing distribution system use or for conservation of the
finite resource. The role of water use efficiency has always been multifaceted. The Town
has included conservation goals within most of its operational and planning guidelines,
including the Water Resource Management Plan. Some of these goals directly address
conservation, and some would require conservation to support the goal.

These goals include maximizing the use and protection of available renewable, future and
existing water resources. Through coordination of Town staff, consultant, landowner and
developer, the Town also wishes to continue development of a balanced water system which
will allow it to meet annual and peak demands. Water management efforts are to include
development of water storage, exchange plans, participation in regional water supply
planning efforts, application of reuse for irrigation purposes in public areas, and specifically
an aggressive promotion of water conservation. Water conservation in the amount of thirty
percent of 1990 average annual demand is the target by the year 2010.

5.2 Water Conservation Plan Implementation

-Part of the mission for the water conservation plan is that it be a dynamic plan that is feasible
to implement; evaluations refled accountability and results are measurable; that it is beneficial
for the Town as a whole; and it helps to ensure that overall the Town is making the wisest use
of its precious resource, water.

ANNUAL WORK PLAN

The annual work plan considers implementation of the long range plan by identifying
measures which can be addressed within the scope of one year. It is the means by which
Town water conservation goals are accomplished, and new goals fashioned.

The annual workplan identifies the strategies, objectives, timelines, and budgets by which
these should be accomplished. Elements of the annual work plan should include:

1. Review and update of water conservation master plan

)

24
