Water/Wastewater rate structures

+ The Town's current water rate structure has been in place since 1989. The
base rate is $10 per month per single family equivalent, plus $1.00 per 1,000
gallons for 0-5,000 gallons usage; $1.50 per 1,000 for 5,001-15,000; and $2 per
1,000 for 15,001 or more gallons. The Town has a senior discount of $3.00
per SFE on the water base rate for those 65 years of age or older. Prior to
1989, not only were base rates lower, but there were fewer rate/consumption
divisions. Customers paid the lowest rate for between 15,000-20,000 gallons.
That is currently the highest cost bracket. Table 10, on page 54 illustrates the
Town's rate history since 1980.

+ Renewable resource fee-Chapter 13.12.085 of the Municiple Code. The Town
relies on both renewable and nonrenewable water resources for its municipal
water supply. The capital development and annual production costs of
renewable water resources are generally less than that of the deep
groundwater. For these reasons, it is the adopted policy of the Town to
maximize the development of renewable water resources as the source of the
Town's water supply. In order to defray, in part, the cost incurred by the
Town in the acquisition and development of renewable water resources to
meet the system demand generated from connections to the municipal water
system, there is imposed a renewable water fee in the amount of $800 per
single family equivalent. This fee has been in effect since January 1, 1994.
The renewable water fee is payable with, and is a condition to the issuance
of a building permit, or the issuance of a water tap. The revenues are used
exclusively for the purpose of acquiring the rights to renewable water supplies,
and developing renewable water resources for the municiple water system or

13
