Town of Castle Rock
Water Conservation Plan

period figures. In 1991 and 1992, the figure was thirty-eight percent. In 1993,
1994, and 1995 more park areas were added. Consumption is therefore being
tracked to identify the impact on all new areas as well.

3. Water efficient industrial and commercial processes

. Annually, the Town identifies the top ten highest water consumption accounts.

. The Town has no policies addressing water efficient industrial and commercial
processes at this time.

4. Water re-use systems

. Through agreements with Castle Pines and Castle Pines North, the Town
currently makes available up to 600 acre feet of reuse water for irrigation of
two golf courses. The Town also has reuse obligations with Cedar Hill
Cemetery Association and Plum Creek Golf Course that have priority over
the Castle Pines agreements.

. Cedar Hill Cemetery Association agreement stipulates that the Town will
provide treated wastewater effluent available in the amount of 60 acre feet
per year for irrigation of potentially 20 acres. The cemetery association
pumps water from holding ponds at the PCW A Plant #2 in Castle Rock. At
this time this plant is inoperable, and will remain so until demand requires
that this treatment capacity become active. Therefore, irrigation water-is
supplied by a tributary well filling a holding pond from which the cemetery
pumps. This is raw alluvial water, under no treatment.

. Villages and Meadows Districts Reuse Lines - In the 1987 Utilities Master
Plan Update, the Town evaluated changing its reuse policy from a complete
reuse scheme, which included residential irrigation, to a limited one which
excluded residential reuse. Construction prior to this time, mainly in
Founders Village and the Woodlands, called for reuse lines for distribution
and at residential taps. This concept was not completely accepted by the
Colorado Department of Health, and thus was scaled back to potential reuse
on large irrigated public areas and streetscapes only. Reuse lines for common
areas were constructed in the Meadows as well. Currently all reuse lines
within the Town are supplied with potable water. The Town is monitoring the
efforts of Denver and others, to incorporate a potable reuse concept when it
is considered acceptable and timely by the Town's representatives.

)

9
