Conservation Programs:

Distribution System Water Audits, Leak Detection, and Meter Repair

The District conducts leek detection and water audits on areas of the water system annually,
This program also audits inside water meters with outside remote meter readouts. Meters
outside of set parameters are repaired and / or replaced,

Large Landscape Water Audits

Irrigation customer surveys will be conducted for the District's commercial and large landscape
irrigation customers (currently defined as three acres or greater), During the survey, the team
calculates a water budget for the site -- the amount of water necessary for that site based on the
size of the landscape and the climate, The water budget is then used as the water allotment for
that site, and any water use which exceeds the water budget is billed at a higher rate, with an
additional higher rate tier being considered, District staff review these customers' water use
monthly, If the water budget is exceeded for three consecutive months, the customer would be
offered technical assistance, On-site follow-up evaluations are recommended for customers
whose annual water use exceeds their water budget.

Water Leak Detection

The District performs an annual fire hydrant flushing program for distribution water quality
purposes, and at the same time the staff will monitor all hydrants operability and leaks,
Additionally all suspect leaking areas are monitored by sonic leak detection service, and are
repaired immediately upon detection by the District's construction department. Areas with
older failing water mains are placed on the District's main replacement schedule, and a portion of
the schedule is replaced by the construction department on an annual basis,

Water Plant Garden

The District maintains, with the cooperation of the Evergreen Garden Club, a very unique garden
at the District's Water Treatment Plant. The garden demonstrates all types of plants, flowers, and
ground cover that will grow in our mountain environment with minimal water. The garden also
is a demonstration of an alternative to the blue grass lawn, which is a high water user.

Recycling of WasteWater

The District is a provider of irrigation water to the Hiwan Golf Club, The water provided is
'waste water treatment plant effluent. The treatment facility has always put out a very high
quality waste water effluent, and the cost of providing treated effluent is considerably less than
irrigating with potable water, The golf course also maintains several water reservoirs to store
additional irrigation water. Therefore, whenever stream flows are down on Bear Creek, and the
District cannot provide irrigation water, the golf course will use its own reservoir storage,

20
