Public Information

Evergreen Metropolitan District plans to promote water conservation and other resource
efficiencies in a public awareness program aimed at the grade school leveL The District
distributes public information through bill inserts, brochures, community speakers, and many
special events every year, Water bills were redesigned to show gallons used per day for the last
billing period compared to the same period the previous year,

The District has formed a Drought Response Committee to assist in developing new ways to
communicate with the public and the media about water conservation and other resource issues,

School Education

The District continues to work with the school district to promote water conservation and other
resource efficiencies at school facilities and to educate students about these issues, As part of the
commercial! industrial! institutional water conservation programs, the District is open to new
ideas coming from any of these sectors that would help spread information regarding water
conservation, such as school science projects, school presentations, and informational posters,

District Water Rates

The District's water rates are based on an inclining rate that gets progressively higher the more
water the customer uses, The District initiated this water rate in 1995 in an attempt to provide
an economic disincentive to high water use and water waste, The introduction of this water rate
in 1995 has significantly lowered water demand during the summer's peak use period,
In the June of 2002 the District enacted the first drought penalty rate, This rate was used to offer
the strongest of disincentives toward the use of excessive outside irrigation water. The rate was
in addition to the District's already higher rate for water use over 14,000 gallons per month,

Base rate per equivalent tap - $16,00 per month,
Cost per 1000 gallons - 1 K through 9 K -------$2,50
Cost per 1000 gallons - 10 K through 14 K ----$3,00
Cost per 1000 gallons -15 K & higher ----------$7,00
Drought Penalty Rate per 1000 gallons - 15 K & higher ---------$15,00
(Drought Penalty Rate is only on an as needed basis)

Sale of Irrigation-Only Taps

The program has allowed the District to get a better handle on the number of customers who
actually irrigate, Irrigation-only taps are sold on the premise that these customers are sold water
as long as the District is having an average to good water year; however, in a drought or dry
year, their use will be curtailed or discontinued first.

Ultra Low Flush Toilets and Shower Head Replacement

The District encourages its customers, as a part of its public information program on
conservation, to replace these fixtures with low-water-use fixtures whenever possible, The
District is considering a financial incentive to promote more optional replacement; however, this
policy has not been implemented,

21
