The Response Team will post official notices of the ending of a drought or a <br />change in the conditions of the drought The Response Team will serve as an arbitrator of <br />disputes over fines and water use before those disputes go before the Board of Directors, <br /> <br />Rate Structure Under Rationing <br /> <br />The rate structure and penalties have been set in the drought response criteria; however, the <br />Response Team can make further recommendations to the Board for additional suggestions, <br />rates, and/or penalties in order to provide further disincentives for individuals to waste water <br />during a drought response condition or the rationing of water, <br /> <br />Mandatory Prohibitions on Water Wasting <br /> <br />The District will adopted a "Drought Condition No Waste" ordinance in 2001. The ordinance <br />includes prohibitions on various wasteful water uses such as lawn watering during mid-day <br />hours, washing sidewalks, cars and driveways with District water, and allowing plumbing leaks <br />to go uncorrected for more than 24 hours after customer notification, <br /> <br />Mechanism to Determine Reductions in Water Use <br /> <br />The Response Team will be provided reports in the following fashion in order for it to determine <br />whether the community's reaction is sufficient to meet the District's water shortage reduction <br />needs, <br /> <br />Under normal water supply conditions, potable water production figures are recorded daily, <br />Totals are reported weekly to the Water Treatment Facility Supervisor. Totals are reported <br />monthly to the Water Department Manager and incorporated into the water supply report. <br /> <br />During a Levell or Level 2 water shortage, daily production figures and Bear Creek Stream <br />Flows ( see Appendix H ) are reported to the Operations Manager. The Operations Manager <br />compares the weekly production to the target weekly production to verify that the reduction goal <br />is being met. Weekly reports are forwarded to the General Manager and the Water Shortage <br />Response Team, Monthly reports are sent to the Board, If reduction goals are not met, the <br />MaI\ager will notify the Response Team so that corrective action can be taken, <br /> <br />During a Level 3 or Level 4 water shortage, the procedure listed above will be followed, with the <br />addition of a daily water production, and Bear Creek stream flows reported to the General <br />Manager, During emergency shortages, production figures are reported to the Operations <br />Manager hourly, and to the General Manager and the Water Shortage Response Team daily or <br />as needed, Reports will also be provided to the Board at whatever frequency they desire, <br /> <br />16 <br />
