scrutinized. We need to ensure that the chosen homes will follow
through with the requirements of the program, and will consistently
collect the data dictated.
- Selected homes should be dual metered, or easily converted, so
that indoor and outdoor usage can more accurately be determined.
- Installation of flow meters will be required.
- The chosen model home owners will also have to sign releases
noting that the relevant information pertaining to this project can be
used publicly by the Town of Castle Rock. They will also have to
agree to the implementation of measures and installation of devices
at their home.

Resident habits and any factors effecting water usage prior to retrofit,
for the time period during which base data is determined must be
discerned. This consists of the following:
- number and age of family members (This does not have to
be consistent throughout the model homes since analysis is
being done on a percentage basis.)
- personal water use habits (number of showers, toilet flushes,
loads of laundry, loads of dishes by sink or dishwasher,
number of plants in-doors)
- whether the home has large number of visitors
- number of toilets, faucets, sinks, tubs, showers
- any water conservation measures or devices being used
prior to retrofit
- type of landscape and its uses
- whether an irrigation system is present

This data will continue to be tracked throughout the monitoring
period, in even greater detail through the use of spreadsheets and
logs to be completed by the resident when possible, and by Town
personnel if necessary. Timers and flow meters will be supplied and
installed to assist the homeowner in data accumulation.
Spreadsheets will be turned in to the Environmental Resources
Department at least weekly. And the residents will be contacted at
least weekly by telephone, and in person as necessary to evaluate
progress, and to ensure efforts are being maintained. Each measure
or device used from the beginning of the project to the end must be
noted and tracked for its water saving efficiency in its specific
application.

Completion of Monitoring Period: Utility billing charges, consumption
and the device or measure used to achieve the water savings
associated will yield information on which to base the incentive credit
program. Efficiency values for each conservation measure will be
developed, and feasible consumer incentive credits determined. The
