<br />is the current official weather station in Castle Rock; by use of individual rain <br />and temperature gauges at each model home; and a weather monitoring <br />spreadsheet to be filled out by the model home residents as a log for <br />applicable information and the hours during which measured events <br />occurred. <br /> <br />A site inspection will be done by Town personnel prior to choosing the final <br />model homes as well. Current landscaping details will be noted, and <br />diagramed, such as type and amount of turf, plant material and its location, <br />irrigation system zoning [If an irrigation system is present), exposure levels, <br />soil type, percolation rates, uses for landscaped areas, I.e. play area for <br />children, entertaining, gardening, animals, etc. <br /> <br />Utility billing information: <br />Beginning of Project: Ownership records and historical consumption <br />information from 1989 forward will be requirements in the application <br />process. This information is available through our utility billing <br />system, and is readily accessible. Preliminary base indoor usage <br />rates can be determined from average usage during the winter <br />months of December, January, and February, thus allowing <br />preliminary irrigation figures to be derived. We will also screen the <br />chosen residences as to any special circumstances which may have <br />existed during the time this data is accumulated that may have an <br />effect on consumption, such as leaks, out of town visitors, sod <br />installation, gardening care, landscaping alterations, etc. <br /> <br />Criteria for "model home" selection: <br />- Complete historical consumption and ownership records involve <br />consistent and accurate metering data for the property, and dictates <br />the home be owned by the applying party during the period which <br />any historical data is relevant, (1989 forward). It would be best for <br />chosen properties to have one owner throughout the utility billing <br />history applicable to ensure consistency, and so notations for any <br />pertinent historical usage information can be defined. <br />- Model home participants should have good payment histories with <br />the Town. <br />- Water consumption for the homes to be made-over should not <br />necessarily already be low. The measures implemented should be <br />able to reflect an actual water savings. We want to implement <br />measures at homes that will have a measurable affect. <br />- Lot sizes and turf coverage should be approximately equal for the <br />houses used as model homes. <br />- Applications will be reviewed, and possible participants will be <br />interviewed. We must make the resident aware of the importance of <br />their cooperation and what will be required of them as participants. <br />The enthusiasm and the desire of the applicant to take part will be <br />
