I : <br /> <br />The Congress finds that- <br /> <br /> <br />(1) the management of weather resources may' <br /> <br />soon be technically possible by utilizing the emerging <br /> <br />technologies for weather modification; <br /> <br /> <br />(2) weather modification, when performed with <br /> <br /> <br />prudent methods and predictable results, can enliance <br /> <br /> <br />the benefits and reduce the harm that weather produces <br /> <br /> <br />for individuals and society; <br /> <br />(3) the United States.lacks a well-defined pro- <br /> <br /> <br />gram in weather modification, and a lack of Federal <br /> <br /> <br />leadership has slowed the development and utilization <br /> <br /> <br />of the science and technology in this field; <br /> <br /> <br />(4) a sustained and coordinated program of scien- <br /> <br />tific inquiry is required to develop a weather modifica- <br /> <br />tion capahility that can achieve the potential gains; <br /> <br />, <br />1 <br />
