DESCRIPTION OF CURRENT CONDITIONS

Thornton Water Service Area

Thornton's water service area covers approximately 20 square miles. According to the
2000 census, Thornton's 2000 population is 82,384. Thornton also provides water
service to portions of unincorporated Adams County with a 2000 population of 15,080.
Projections indicate the City's build-out, including total service area, will contain
298,500 residents.!

Land Uses/Customer Classes

Water requirements for Thornton's service area depend upon both the size of the area
served as well as how the land is used. Land uses have been grouped to correspond with
the City's water customer classes. These groups include:

· Single-family residential. Low-, medium-, and high-density residential,
residential estates, and rural areas.

. Multifamily and mobile home. High-density residential development and a
portion of mixed-use categories.

. Irrigation. Parks and recreation lands.

. Commercial/industrial/institutional. All other uses.

. Other. This category consists primarily of water delivered to the City of
Westminster under an agreement.

1 Source: ExbibitA-15, from Thornton's Water Court Case 91CW126.

5
