Three thousand twenty-five (3,025) acre-feet of Thornton's annual treated water
production is delivered to the City ofWestrninster per a 1982leas-e agreement between
the two Cities. The water is delivered to Westminster at a fixed rate of2.7 million
gallons per day.

Treatment and Distribution Facilities

Thornton's raw water is treated at two plants: the Columbine Water Treatment Plant and
the Thornton Water Treatment Plant. The Thornton plant is a base load fucility, while the
Columbine Plant serves primarily as a peaking fucility. The Thornton plant has a
capacity to treat 20 rnillion gallons per day (MGD). Columbine's capacity is 25 MGD,
with a peak capacity 000 MGD; its current layout will accommodate expansion to 50
MGD.

The City operates six water supply and water-booster pumping stations, which pump
water directly to the distribution system from the water treatment plant clearwells.
Besides the pumping facilities, the City uses pressure reducing valves to transfer water
from higher to lower pressure zones and to supplement fire flow and emergency back-up.
The entire distribution system was designed to meet build-out.

4
