F. The curtailment of all use within a prescribed area due to a
'system emergency to be announced by the Utilities Director.

G. The curtailment of all use due to system wide emergency to
be announced by Utilities Director upon approval of City
Council and Utilities Board.

Section 135. That the City Code of the City of Thornton,
Colorado, is hereby amended by the addition of Section 40-9] as
follows:

~ 40-9] Uniform application

In order to enable Thornton to provide an adequate supply of
water to Its Inhabitants and those users under the Thornton system,
any restrictions, curtailments Or prOhibitions contemplated above will
be uniformly applied to all water users from the Thornton system.

Section 136. That the City Code of the City of Thornton,
Colorado, is hereby amended by the addition of Section 40-9B as
follows:

~ 40-98 Notice

Prior to Imposing any curtailments, restrictions or prohibitions
on the use of water as herein provided, the Utilities 80ard shall
cause written notice by publication in a paper of general circulation
unless a system wide emergency exists, at which time notice would be
given by whatever means available. The notice shall include a state-
sent as to sold restrictions, curtailments Or prohibitions, together
with a statement of the penalties for violation thereof, which state-
ment shall advise each customer as to the specific restrictions, cur-
tailments Or prohibitions being imposed and the time period they will
commence and be in effect.

Section 137. That the City Code of the City of Thornton,
Colorado, is hereby amended by the addition of Section 40-99 as
follows:

~ 40-99 Violations and penalties

A. Any person Or ,,"ter custOOler or user of tile Clt~ of 'lllornton
violating any curtailment, restriction or prohibition on the
use of water issued pursuant to the provisions of this
Article and as contained In the notice as provided for In
this Article shall be subject to the following ~enaltles.

1. For the first violation, the violator shall 'pay fifteen
dollars ($15), which may be added to his regular water
bill.

2. For the second violation, the violator shall pay twe~_______________
five dollars ($25), which may be added to hls regular
water blll. '

3. For the third violation, and for each subsequent viola-
tion, the city shall disconnect water servlde to the
property on which said violation occurred. '

B. Reconneetlon. A water user who has had the water service
disconnected for a violation during the deslgna~ed period of
curtailment, restriction or prohibition as contained In the
notice may again secure a water service by paylrig a charge
of five hundred dollars ($500) to have said ser~lce recon-
nected, which reconnect Ion charge must be reeel~ed by the
City of Thornton prior to the time water servlc~ '01111 be
