<br />ARTICLE I II <br />WATER COMSERfATIOM <br />(Adopted 6-13-77 as Ord. No. 761) <br /> <br />Section 133. That the City Code of the City of Thornton, <br />Colorado, is hereby amended by the addition of Section 40-95 as <br />follows: <br /> <br />~ <br /> <br />9 40-95 Statement of pOlicy <br /> <br />The City Council of the City of Thornton. Colorado recognizes <br />that the conservation of water resources In Colorado is in the best <br />interest of the publiC health. safety and welfare of every citizen and <br />property owner and that the waste of water resources is contrary to <br />the best interest of every citizen and property owner. The welfare of <br />Thornton and its inhabitants requires a stable water supply, not only <br />for them. but also that part of the adjacent are. dependent on <br />Thornton for a water supply. While it is the purpose of Thornton to <br />maintain a water supply adequate to meet the needs of Thornton and the <br />area dependent upon it for water supply. there are many elements which <br />make it uncertain whether the supply can always be adequate for all. <br />and therefore, In times of shortage, and In order to encourage the <br />proper use of water and to discourage and restrict waste of the water <br />resources, the followin9 policy and authority is adopted. <br /> <br />Section 134. That the City Code of the City of Thornton, <br />Colorado, is hereby amended by the addition of Section 40-96 as <br />follows: <br /> <br />9 40-96 Basis for curtailment on use of water <br /> <br />The ~tilitles Board shall from time to time determine the amount --- <br />of available potable water supply for use in the Thornton water system <br />and shall detel'1lllne the expected deRlands for said water by all the <br />customers of the Thornton water system for any given period of time. <br />In the event the Utilities Board shall determine at any given time <br />that there are Insufficient potable water supplies to meet all of the <br />present and anticipated projected needs. the Utilities Board may <br />order, in times of such shortage, curtailments on the use of water on <br />the following basis, the first listed curtailment being adopted to <br />meet the least serious situation and the succeeding curtailments being <br />adopted In addition to prior listed curtailments, the last to meet the <br />gravest possible situation and one which every reasonable precaution <br />must be taken to avoid: <br /> <br />A. <br /> <br />The curtailment of all outside irrigation for lawns. trees, <br />shrubs, flowers, gardens and other outside useS shall be <br />accomplished by scheduling the hours and days which outside <br />water use can occur in residential. commercial and <br />---rodustrial establishments. <br /> <br />B. The curtailment of outside Irrigation purposes may be <br />accomplished In an even more restrictive manner than In <br />Subsection A Immediately above, said restrictions to be <br />determined and announced by the Utilities Board. <br /> <br />C. Prohibition of all outside Irrigation uses except for com- <br />merCIal greenhouses. <br /> <br />O. Curtailment and prohibition of every use except for domestic <br />use and for essential commercial enterprises and industry. <br />as determined by the Utilities Board. <br /> <br />E. The curtailment of fn-house domestic uses pursuant to a <br />schedule to be announced by the Utilities Director upon the <br />approval of the City Counc,l and Utilities Board. <br /> <br />., <br /> <br />-44- <br />
