That the City Code of the City of Thornton, Colorado, Is hereby amended by the addition of Section 40-93 as follows: ~ 40-93 Water rates and charges Refer to current Rate Ordinance. Section 132. That the City Code of the City of Thornton, Colorado, Is hereby amended by the addition of Section 40-94 as follows: ~ 40-94 Effective date; applicability A. Except as otherwise specified, all rates and charges herein provided shall take effect on January 1, 1983. Fees and charges, as fixed In this Ordinance, shall apply to each bulldln9, whether of conventional construction or mobile hame construction, which building has not been connected to water and sewer services for use by the occupant or occu- pants of each building before the approval of Rate Ordinance No. 1180 by the City Council. The time the water and sewer services connected to each building for purposes of Implementing this ordinance shall be the time at Which both of the following have been camp leted: 1. Water and sewer fixtures and pipes in each building are physically connected to the out-of-bulldlng water and sewer lines; and 2. Determination of the time of connectln shall be further subject to any rules and regulations relating thereto, consistent with this ordinance, as may be established from time to time by the Utilities Department. B. Connection charges for both water and sewer and water resources charges may be paid In full prior to the connec- tion of,servlces, as described above, at any time from the date of Issuance of an Initial valid building permit and prior to the Issuance of a certificate of occupancy, (without extension or amendment) for that particular address.
