<br />4.1.3.b. Desiqn. Properly designed, installed, and maintained <br />irrigation systems can reduce water use substantially. Even <br />distribution patterns will eliminate the over watering of some <br />areas in order to ensure the entire zone receives adequate <br />water. <br /> <br />4.1.3.c. Education. The importance of conservation must be <br />conveyed to the customer base. There are several means of <br />doing so, to include: News releases; public meetings; billing <br />inserts; school programs; brochures/pamphlets; water <br />. . <br />saving demonstrations. <br /> <br />4.1.3.d. Landscapinq. Planning and design are important. <br />Good design saves time, money, water and adds value to a <br />home or other property. Landscape design factors include <br />climate, life style and personal choice. Plants with similar <br />water requirements should be planted together. By limiting <br />turf area and using soil amendments and mulching, water use <br />can be greatly reduced. <br /> <br />4.1.3.e. Leak Detection. There is no known significant <br />prOblem with leaks in the Monte Vista Distribution system. We <br />will do a more efficient study of the volume of water pumped <br />versus the volume delivered to the users. Should this reflect <br />major losses in the distribution system, a formal leak detection <br />and repair program will be implemented. <br /> <br />4.1 .3.f. Incentives. Incentives are most effective in reducing <br />'in house' use. This is not currently the major problem in Monte <br />Vista. No Incentives are planned at this time, but may be <br />-------------aclclfesseainlhe tuture It1fie need should arise. <br /> <br />4.1.4 Develop Tools to Encouraoe And/Or Reauire Water <br />Conservation. <br />4.1A.a. Modify rate Structure. The City will look at changing <br />the meter rate structure. Changing the rates will encourage <br />conservation. <br /> <br />4.1 A.B. Ordinance chanqes. Enact ordinances which <br />address sprinkler over spray, permitted hours ot irrigation, and <br />types of grasses and landscaping allowed. <br /> <br />4.1A.c. Meters. We are currently installing meters at each <br />household as required by City Ordinance. <br />
