EXHIBIT 2

The methods that will be used to monitor the reduction in the useage
will be the meter readings themselves. The Town has kept very detailed
meter readings from over the last 10 years and will be able to track the
change in useage with no problem. We will evaluate the project results
by comparing the useage reports from the past, present and future years,
this will enable us to monitor any changes in the useage for the Town of
Wiggins.

EXHIBIT 3

The idea came from a study that was done of several communities in
Northeast Colo. that have metered water systems. A study was done on
eight differant communities in the region with regard to cost, average
consumption, water conserved and energy and c.Qst savings to the Towns.
The eight communities involved were all of comparable size and relative
in location to Wiggins. The communuties were Akron, Bennett, Burlington,
Byers, Strasburg, Stratton, Wray and Yuma. From this study the Town of
Wiggins came to the conclusion the most cost effective way to conserve
both water and energy would be with the implementation of a metered
water system.

EXHIBIT 4

The community support is taking the form of the matching funds being
contributed towards the meter project. An imforrnational program will
be planned which will involve differant members of the community.

EXHIBIT 5

The results of this program will be shared with any interested party
needing imformation on any feature of the program we can help with. I
feel there are other small communities in the State of Colorado that can
benefit from the data that will be obtained from the documenting records
that will be kept and compared to past consumption records, from this
other communities can see the impact this will have for Wiggins.

EXHIBIT 6

The innovative features of this project are minimal, but the antici-
pated benefits are very high. The Town feels with the installation of
the meters that the water consumption will drop by at least 1/3rd of what
it is now and this will also show a large decrease in the power consumption
which will also conserve energy. From the reduction of the water and
power useage it will benefit not only the residents of Wiggins but also
the residents in the surrounding area.
