.

FINAL REPORT
TOWN OF WIGGINS WATER METER PROJECT

The meter project which was partially funded by the Colorado
Water Conservation Board was started In May of 1994. The
project went very well and was quite successful, In fact once
Into the project the Town more than doubled the scope of the
project from the 100 meter's on the original plan to more
than 200 meters when we completed the project In April of
1995.

.

When the Town started the project we procured several
estimates from contractors on the costs of Installation of
the meters. After comparing and studying these quotes the
Town decided to hire our own 2 man crew and start the
Installation. This worked out very well as the Town became
our own general contractor, we had better quality control of
the project, saved over $100 per meter on the estimated
Installation expense and had complete control of the minor
problems that arose during Installation. While doing the
Installation our crew ran Into all types of services and
connections that needed extra attention because of the odd
sizes or odd types of materials. There were no previous
records of the original Installations of the services when
they were Installed. Our crew collect data and we put
together a complete record of every Installation with
Information containing depth, size of lines, type of material
and location from buildings, this Information has already
proved Invaluable several times. The crew also found and
repaired several leaky service stops and warned customers of
potential leak situations that they may have, they also
notified the customer a week in advance as well as the
morning of the actual Installation that they were going to be
working there.

Feedback from our customers was very Important to the Town,
most of the feedback was very positive, but you always have
some negative concerns In everything that you do. The most
positive comments was that everyone would pay for the water
that they used and that It will help In conserving our source
of supply. The most negative com.ent that we heard was the
concern over the cost once we went to charging on the metered
rate. The Town spent many hrs. studying and comparing rates
and figures from our area to try to keep the cost of the
average home at about he same as they have paid In the past.

The Town has attached a usage comparison sheet with this
report, we will continue for the next 2 years to provide you
with this Information so you can see the difference the
project has made In our water usage.

.-

The most Important feature of the project Is that all of the
citizens have become more aware of water conservation and the
need for continued efforts In conservation.
