Town of Castle Rock
1992 Water Conservation Grant Application
Page 5

- Current Usage inside and outside, landscaping and irrigation
techniques currently employed, interior water conserving hardware, i,e,
low flow fixtures, current water conservation efforts employed in-house,
Le, running water for tooth brushing, dish washing methods.
- Usage following

Identify usage, inside and outside, prior to implementation of water
conservation techniques and materials. This will be accomplished by
determining the average water usage for the months of December, November,
and January, and constituting that as indoor usage. Utility billing records will
be the source for this information. Any extenuating circumstances during this
period that may disclaim this figure from being the actual average inside
usage must be identified, and considered in the average inside use
formulation.

Identify usage, inside and outside, following implementation of water
conservation techniques and materials. This will be done by setting up
separate accounts for irrigation and household water usage, As most of
Castle Rock is on a dual piping system, this will not be difficult.

Follow to the best degree of accuracy possible the resulting water
conservation from each item of hardware, This can be accomplished by close
monitoring of meter readings during the periods of use for specific water
using devices before and after conservation efforts are implemented. This
may entail readings on a daily, even hourly basis, This will be accomplished
by utility personnel and residents.

Precipitation amounts and weather data must also be monitored at each
residence. Rain gauges will be included in monitoring equipment.

Monitoring of the water consumption for the "make-over" homes will be on-
going. These homes will continue to be tracked to determine the historical
impact of long term conservation.

Energy savings should also be tracked, This can be done by comparison of
comparable month electrical and/or gas bills prior to and following
implementation of conservation measures,

Evaluation

The success of water conservation measures will be determined by comparing
the water consumption before and after implementation. Any unusual factors
