()f the larger parks is directly managed by tlie Parks and Recreation Department. <br />An irrigation specialist is the primary manager of the irrigation scheduling, with some site- <br />'based adjustments by park technicians. The park' technicians are full-time permanent <br />employees, and receive irrigation scheduling and maintenance training on an on-going and <br />as-needed basis. <br /> <br />One possible improvement would be requiring certification (see #7 below) for all of these <br />contractors and park technicians. That idea will be explored during 1995. <br /> <br />7. Institute a voluntary certification program for sprinkler contractors. with the qualification <br />being the satisfactory completion of a test on water-efficient irrigation design. ' <br /> <br />During 1994 the decision was made to defer to existing certification programs, rather than <br />creating a new one. The Irrigation Association and the Associated Landscape Contractors <br />of Colorado both offer certification programs that are compatible with water-efficient design <br />standards. The Water Conservation Specialist will be promoting these programs to local <br />irrigation designers/contractors, and maintain a list of those who pass the tests. The list will <br />be available to the public, as one measure of assurance that the designer/contractor is <br />knowledgeable about water-conserving irrigation design and installation. <br /> <br />During 1995, an effort will be made to more extensively publicize and distribute the list. <br /> <br />8. Amend the residential and non-residential Point Charts within the Land Development <br />Guidance System to include water-conserving: actions in the awarding of points. ' <br /> <br />During 1994 the lengthy and involved process of implemented this measure was completed. <br />It was accomplished concurrently with measure #9, due to the similarity between the two <br />measures. <br /> <br />With the implementation of these two measures, landscape and irrigation plans for all new <br />, development are now being reviewed against the newly-developed water conse~ati()~ _ _ <br />, - - - - - - - - - -stamlard,;irr nrdertrfa:ssure-tompTiance. - Th-e Jandscapep1ans- are- reVlewecr as-pan: of the <br />development review process, and must meet the landscape standards in order for the <br />associated development to be approved by the City. Irrigation plans, on the other hand, are <br />reviewed as part of the construction permit review process, and must meet the irrigation <br />standards prior to the issuance of a building permit for the associated construction. Both <br />the landscape and irrigation systems must be installed according to the approved plans, or <br />an acceptable bond deposited with the City, prior to the issuance of a certificate of <br />occupancy for the associated building(s). <br /> <br />The Water Conservation Specialist is doing all of this plan review and construction <br />observation. During the fall of 1994, after the ordinance became effective, approximately <br />50 proposed developments were reviewed. It is anticipated that this will require an <br /> <br />j <br />
