Appendix 4 <br /> Sample Governor's Memorandum ( <br /> Potential Drought Emergency <br /> TO: Commissioner of Agriculture <br /> Executive Director, Department of Labor and Employment <br /> Executive Director, Department of Local Affairs <br /> Adjutant General , Department of Military Affairs <br /> Executive Director, Department of Natural Resources <br /> Executive Director, Office of State Planning and Budget <br /> Executive Director, Department of Revenue <br /> Executive Director, Department of Social Services <br /> State Forester, State Forest Service <br /> Director, Division of Disaster Emergency Services <br /> (Others as may be required) . <br /> FROM: Governor State of Colorado <br /> RE: Activation of The Colorado Drought Response Plan <br /> DATE: <br /> The chairman of the Water Availability Task Force (WAIF) , has informed <br /> me that drought conditions have developed along the (Arkansas) and <br /> ( ) River Basin(s) to the degree that counties in the (South <br /> East) and ( . ) are likely to receive severe impacts <br /> to various sectors of their economy. If present trends continue other <br /> river basins and sectors of the entire State's economy may soon be <br /> affected. <br /> Under these circumstances, I have decided to activate the State's Drought <br /> Response Plan (DRP) so that specific impacts may be identified, and <br /> expeditious and effective remedial action may be taken. <br /> As of the date of this memorandum, the Colorado Drought Response Plan is <br /> in effect; the following actions, as specified in the plan will be taken. <br /> (1 ) The Review and Reporting Task Force will be activated under <br /> chairmanship of Director, DODES. The first meeting of the <br /> Task Force will be held within 5 days of receipt of this <br /> memorandum. <br /> (2) (All) Impact Task Forces: municipal , wildfire, <br /> will be activated. <br /> The TF chairpersons will call their first meeting as soon as <br /> possible after the Review and Reporting Task Force meeting. <br /> (3) All addressees will assign: (1 ) A senior level manager who can <br /> commit the resources of the Department as a Drought Coordinator <br /> and (2) TF chairpersons and participants as indicated in <br /> Appendix 6, DRP, "Task Organization." <br /> (4) Lead Agencies for drought response will be prepared to take <br /> action as appropriate. <br />
