Another approach to the update not mentioned in the RFP, but for discussion amongst <br />the planning team, would be to align the response elements of the plan with the latest <br />FEMA Comprehensive Planning Guidance (CPG 101), and principles of the Incident <br />Command System. While the slow onset of drought may require a modified version of <br />Incident Command, alignment to these nationally accepted and practiced emergency <br />response principles should be explored as a way improve the effectiveness of <br />Colorado's drought response. <br />Task 1: Organize Resources <br />Upon award of the contract, key members of the AMEC Team will meet with the CWCB <br />project manager to refine the project scope and schedule, discuss reconvening the <br />State's drought planning team, gather initial data and documents, and plan the project <br />kickoff meeting. <br />Review Previous Plans: To begin the planning process, AMEC will thoroughly review <br />the FEMA crosswalk completed for the previously approved Colorado Multi- Hazard <br />Mitigation Plan (2007). AMEC will itemize FEMA's recommended improvements as they <br />pertain to drought, and work with CWCB on how to address them in the update. AMEC <br />will also thoroughly review the plan itself to understand and incorporate all baseline <br />information and to follow all process, data, and maintenance procedures outlined for the <br />next plan update. <br />Drought Planning Team: The first phase of mitigation planning begins with Getting <br />Organized and entails developing a planning team with representation from key state <br />agencies and stakeholders. Coordination activities include developing an e-mail group <br />to communicate with the interested parties, developing a meeting schedule and inviting <br />agencies to attend, and soliciting feedback as the updated plan is drafted. AMEC will <br />assist CWCB in reconvening the State's Drought Planning Team, including restructuring <br />the Planning Team as needed. The Water Availability Task Force and Chairs of the <br />Impact Task Forces will form the basis for this team. <br />Kickoff Meeting: AMEC will facilitate the project kickoff meeting where we will <br />introduce key team members, present information on planning regulations and project <br />scope and schedule, and we will also distribute a data collection guide to facilitate <br />gathering information from the Planning Team. <br />In our past state plan update experience, we have learned how critical it is to obtain <br />information and input from the planning team. Standard with any AMEC planning <br />process is the use of a Data Collection Guide. This would be modified for the unique <br />nature of this project, and would include a means to track the progress of <br />implementation of the drought mitigation projects. AMEC will distribute the Data <br />Collection Guide the Planning Team at the kickoff meeting designed to collect <br />information on the status of each drought mitigation action from the lead agency <br />responsible for its implementation. The Data Collection Guide also collects <br />recommendations for revisions and deletions as well as ideas for new actions. This <br />helps to have the appropriate background information needed to develop and prioritize <br />updated actions for the plan at subsequent meetings of the Planning Team.
