Deliverables: <br />Timeframe: <br />✓ Facilitation of process to identify strengths and weaknesses of February — <br />state and local mitigation capabilities at Planning Team Meeting March 2010 <br />#2 <br />✓ Updating of plan goals and objectives at Planning Team Meeting <br />#3 <br />✓ Facilitation of mitigation action identification /prioritization and <br />maintenance process for Planning Team Meetings #2 and #3 <br />✓ Compilation of Mitigation Action Implementation Worksheets <br />✓ Distribution of meeting minutes for Planning Team Meetings #2 <br />and #3 <br />✓ Analysis of lessons learned <br />✓ Development of a section on the role of Colorado Water Law in <br />the updated plan <br />✓ Recommendation for impact task force composition, roles and <br />responsibilities. <br />Task 5: Draft Plan <br />Using state and federal guidance to ensure that all requirements are being met, AMEC <br />will compile information collected in previous steps to prepare a complete first draft of <br />the plan. This includes all tasks listed above and the portions of the plan that will be <br />completed by others working on separate contracts, such as monitoring, mitigation and <br />triggers, and risk assessment. <br />Once complete, the first draft will be provided to the CWCB and the Planning Team for <br />review and comment. AMEC will make all required changes and work with the CWCB to <br />address and reconcile any issues identified within the plan. Comments will be <br />addressed and distributed for public review. Any public comments will be incorporated, <br />as appropriate, into the final draft that will be submitted to FEMA, in conjunction with the <br />updated Colorado Hazard Mitigation Plan, for final review and approval. <br />As part of this task AMEC will participate in a formal presentation to the CWCB Board to <br />convey the findings and key elements of the document <br />4.1 The consultant will be responsible for compiling all main tasks and subtasks of the drought <br />mitigation response plan into one comprehensive document (including all tasks listed above and the <br />portions of the plan that will be completed by others working on separate contracts, such as <br />monitoring, mitigation and triggers; risk assessment). The document will serve as the new Drought <br />Mitigation and Response Plan for Colorado. The consultant will act as the lead author on the plan <br />and ensure compliance with all previously stated criteria and guidelines. <br />5.6 Participate in a formal presentation to the CWCB Board to convey the findings and key elements <br />of the document <br />5.7 Prepare a final comprehensive Drought Response and Mitigation Plan that meets Federal <br />Emergency Management Administration (FEMA) and Emergency Management Accreditation <br />Program (EMAP) requirements; in both hard and electronic copies. <br />amecO 12 <br />
