The analysis of residential per capita water use includes data from the 2002 -2003 drought, <br />and the impact on water use was evaluated. The overall average residential per capita water <br />use from 1997 to 2006 was 107 gallons per capita per day (gpcd). Beginning with the year <br />2001, which is the year inclining block rates structures were implemented for residential <br />accounts, and excluding the drought year of 2003 the average residential per capita water <br />use was 103 gpcd. The per capita use of 103 gpcd was used for forecasting the residential <br />and multifamily water use for the Water Conservation Plan. <br />d. Forecast based on per capita water use and chance in population.
