The analysis of residential per capita water use includes data from the 2002 -2003 drought,
and the impact on water use was evaluated. The overall average residential per capita water
use from 1997 to 2006 was 107 gallons per capita per day (gpcd). Beginning with the year
2001, which is the year inclining block rates structures were implemented for residential
accounts, and excluding the drought year of 2003 the average residential per capita water
use was 103 gpcd. The per capita use of 103 gpcd was used for forecasting the residential
and multifamily water use for the Water Conservation Plan.
d. Forecast based on per capita water use and chance in population. Multiply the residential
per capita water use (103 gpcd) to the population projections for 2007 to 2017.
