April 30, 2008

Tammie Petrone
CWCB, Office of Water Conservation and Drought Planning
Grants Coordinator
1313 Sherman St, Room 721
Denver, CO 80203

RE: 95% Complete Progress Report for City of Longmont Water Conservation Plan Update

Dear Tammie,

Enclosed please find the progress report for the City of Longmont's Water Conservation
Planning Grant Program. The progress report provides an update on progress since the
project started in June 2007.

Project Tasks Completed

A Final Draft Water Conservation Master Plan Update has been completed and is being
prepared for Public Input. At the meeting on April 29th the City Council approved the plan
to be sent out for Public Input. As indicated in a previous letter, the schedule has been
pushed back to accommodate some additional internal reviews prior to releasing the
document for the Public Input process. A joint roundtable discussion was held with
members of the Water Board and the City's Environmental Advisory Board to gather initial
comments.

Project Successes

Since the beginning of the project, the team has been able to receive input from several City
divisions including Public Works and Water Utilities, Planning and Development Services,
and Parks. Input has also been received from Water Board and the Environmental Advisory
Board. The Water Board has been very interested in water conservation and has participated
in many discussions with the team. Recently the plan was introduced to City Council prior
to release for Public Input which keeps the Council informed ahead of time, and allows the
City to introduce the overall concept of the plan and the path forward. The Public Input
period is planned from the beginning of May to July.

Project Obstacles

There have not been any significant obstacles to date. Maintaining schedule has been
somewhat of a challenge due to the time it takes to gather input from several internal
divisions.

Preliminary Findings

The City of Longmont has numerous water conservation efforts and resources already in
place for residential customers, and the voluntary efforts have been successful. Based on the
analysis of water use characterization additional water savings could be realized by
targeting small commercial and industrial customers. One of the most cost-effective
