1.0 Introduction <br />1.1 Purpose <br />Throughout its history the City of Longmont (the City) has provided safe, reliable <br />potable water to its residential, commercial, industrial, and institutional water users. <br />The City developed a Water Conservation Master Plan in April of 1996, which has <br />successfully been used to support ongoing water conservation, public education, <br />and residential customer rebate programs. However, due to recent changes in the <br />State requirements, coupled with new developments in the field of water <br />conservation, the City has chosen to update its Water Conservation Master Plan (the <br />Plan). The purposes of the Plan are to assess the overall characteristics of current and <br />future City water use, summarize the current status of raw water supply and <br />treatment capacity, and use this information to frame the City's water conservation <br />program with respect to current and ongoing water supply needs and water <br />demand management. In addition, the Plan provides a detailed assessment related <br />to the identification and selection of future water conservation measures and <br />programs that the City will chose to implement. <br />Noteworthy is that the City is committed to responsible, environmentally sound, <br />and efficient use of its precious natural resources. Although the City owns and <br />maintains a robust water rights portfolio, it is constantly aware of the need to <br />evaluate and refine its water supply and demand management efforts in light of <br />developing trends and the state of the science. To this point, the City understands <br />that both technology and experience have helped to improve water conservation <br />such that wise water use and water use efficiency can be planned and performed <br />more reliably and predictably than at any time in the past. Finally, the City and its <br />customers recognize the importance of wise water use and water use efficiency as an <br />essential component of the community's culture - helping to maintain the local <br />quality of life in a responsible, sustainable manner. <br />This Plan therefore, defines future water conservation measures and programs that <br />will promote and support efficient water use by the City's residential, commercial, <br />industrial, and institutional customers. The Plan, which identifies the various stages <br />of water conservation extending for the next ten years, has been prepared in <br />adherence with the prevailing state statutory requirements. <br />1.2 Organization <br />This Plan was prepared following the nine steps outlined in the Colorado Water <br />Conservation Board (CWCB) Water Conservation Planning Guidance Document. <br />The nine steps are as follows: <br />
