WATER CONSERVATION PLAN 2008 <br />Increased water rates by themselves would not account for the observed drop in per <br />capita water use. It is the combination of measures and programs that the City has <br />implemented, as shown in Table 9, including rebates, ordinances, educational <br />programs and improvements in institutional efficiencies that have helped the City to <br />reduce water demand. <br />It is important to note that the per capita water use reported herein does not include <br />raw water used to irrigate about 580 acres in the City, including some of its parks, <br />school grounds, arterials and golf courses. Resources will be spent in the future to <br />better monitor the non - potable uses and include these water supplies in the overall <br />per capita water use evaluations. <br />22 <br />
