WATER CONSERVATION PLAN 2008 <br />point for the quantity of additional water savings that may be realized with an <br />improved leak detection program. <br />3.2 Water Billing and Rate Structure <br />The City's water rates include a monthly service charge (based on meter size) and a <br />volume charge for residential, multifamily, small commercial, large commercial, and <br />irrigation users. The volume charge for residential users (single family and <br />duplexes) is based on an increasing block rate structure, so the cost per unit of water <br />increases with increasing usage. The volume charge for all other users is based on a <br />uniform rate.
