City of Rifle Water Conservation Plan <br />Final Report -July 2008 <br />Educational Pro r,~ ams <br />• Spearhead the creation of a City Water Conservation Taskforce. <br />• Provide and advertise a website with useful water conservation information and links <br />targeted at Rifle citizens and businesses. <br />• Conduct an annual outdoor irrigation watering efficiency and xeric landscaping <br />practices workshop for interested citizens and landscaping suppliers and installers. <br />• Improve water bills to include water conservation tips/information and historical <br />water use trends on water bills. <br />• Produce or purchase pamphlets on water-wise landscaping and irrigation design and <br />place at nurseries, tree farms, sod farms, and other prominent retail locations and City <br />facilities. <br />• Create and use online water-use surveys to identify conservation potential. <br />• Provide leak detection tips on the water utility website and utility billings. <br />Re _ ulatory <br />• Draft and adopt a "water waste" ordinance. <br />• Establish landscaping/irrigation system design requirements for new development. <br />• Require water-efficient plumbing fixtures/appliances to be installed in new <br />residential and/or commercial/industrial buildings. <br />• Require high use new Industrial/CommerciaUInstitutional construction to be <br />reviewed to allow for recycled uses. (Example: recycle only carwashes) <br />• Require water use audits at any change of use, building permit application and/or <br />time of sale. <br />• Require limited watering times, such as oddleven days. <br />• Require new hotel/motels to use water conserving fixtures, appliances, etc. <br />• Establish stricter irrigating guidelines/restrictions applicable to drought conditions. <br />Other <br />• Promote water conservation by partnering with other organizations such as non- <br />profits and/or industry professionals. <br />• Work with the Department of Local Affairs to get assistance with drafting <br />policy/code ordinances and/or resolutions, creating a new tiered rate or to improve <br />system-wide water accounting. <br />• Develop a program, perhaps in cooperation with other entities, to remove <br />phreatophytes from the surrounding area. <br />5.2 Screening Criteria <br />Every measure and program has been evaluated with the following criteria: <br />• Water savings potential <br />• Capital and/or 0&M savings potential <br />• Customer /public acceptance <br />• Staff and Council acceptance <br />• Ease and cost of implementation <br />5.3 Screening of Conservation Measures and Programs <br />Once the screening criteria were established, each measure and program was screened, <br />resulting in a `Top 17' list. Both the comprehensive list and the `Top 17' were presented <br />to staff and the City Council.
