City of Rifle Water Conservation Plan Final Report -July 2008 <br />5.0 Conservation Measures and Programs <br />5.1 Conservation Measures and Programs Considered <br />A comprehensive list of conservation measures and programs considered applicable to <br />the City of Rifle was created as a starting point. The measures were organized into five <br />primary categories for implementation purposes. Included in this list are all of the <br />measures and programs required by state statute to be considered. The list is as follows: <br />Municipal Facilities <br />• Replace appropriate toilets, urinals, faucets and showerheads with low-flow fixtures. <br />• Establish a policy that requires all new city-funded plumbing fixtures and appliances <br />to meet or exceed the best practice standards. <br />• Replace conventional landscape with xeriscape at select sites. <br />• Planldesignlinstall water-efficient landscapes for new City open spacelpublic park <br />areas. <br />• Require irrigation efficiency audits of all city-maintained irrigation systems. <br />• Establish an annual water budget for City departments as appropriate. <br />• Reward the City department with the largest percentage water use reduction. <br />• Create a `buying guide' for staff for City-purchased plumbing fixtures and <br />appliances. <br />• Create a `design guide' for staff for City-owned xeriscape landscaping and irrigation <br />systems. <br />• Create a `maintenance guide' for staff for maintaining plumbing fixtures, appliances <br />and irrigation systems. <br />• Irrigate parks and cemetery only at night. <br />• Restrict water features/fountains. <br />Rebates & Incentives <br />• Provide free audits for top ten water users. <br />• Provide rebates for low-flow fixtures, such as toilets & urinals, showerheads, faucets <br />and clothes washers. <br />• Provide rebates for smart irrigation controls and/or irrigation audits. <br />Utility Operations <br />• Modify water rates to promote water conservation. <br />• Improve system-wide water accounting to better track the use of potable water and <br />better quantify lost water. <br />• Improve the measurement of, and reduce the magnitude of, water treatment plant <br />process waste streams. <br />• Improve the detection and control of water distribution system leaks. <br />• Continue the policy that requires large leaks to be repaired immediately and smaller <br />leaks to be repaired in less than two days, after discovery. <br />• Establish a policy that requires that asystem-wide leak-detection audit be conducted <br />at least every 5 years. <br />• Reduce construction water use by increasing the rates. <br />• Reduce construction water use by exploring the use of raw water for compacting and <br />dust control. <br />SGM # 99055A-388 25 Conservation Measures and Programs <br />
