City of Rifle Water Conservation Plan <br />Final Report -July 2008 <br />• Minimizing the overall cost of potable water service to the City's citizens and <br />ratepayers, especially by quickly reducing peak demands to reduce/defer major water <br />production capital expenditures <br />• Being good stewards of the local and global environments, including: <br />o Keeping more water in local rivers and creeks <br />o Reducing greenhouse gas emissions <br />• Increasing the community's awareness of the value of water, especially in an aril <br />environment <br />• Firming and extending the City's water supply, especially in support of the City's <br />continued growth <br />• Achieving associated energy savings <br />• Maintaining same/similar level of service with less water <br />• Identifying/implementing measures/programs with highest benefit-cost ratio <br />• Improving the City/water utility's local image <br />• Improving drought/emergency preparedness <br />• Complying with regulatory requirements and maintain eligibility for CWCB and <br />CWPA funding assistance <br />4.2 Water Conservation Goals <br />The role of water conservation in City of Rifle water supply planning primarily is to <br />reduce peak summer water demands to enable the down-sizing/deferment of future water <br />production/treatment infrastructure projects. Quantifiable water conservation program <br />goals are: <br />• Overall Program <br />Reduce peak day treated water production needs (excluding the CoGen plant) from a <br />current baseline planning value of 1,024 gpd/EQR to about 890 gpd/EQR (13%) by <br />2015. <br />• NPw T TCP.1"C <br />Reduce total peak month metered water use per EQR for new residential and <br />commercial accounts (i.e. those connected after 2008) by 15 to 20% by 2015 as <br />compared to the 2008 value. The 2008 value shall be determined based on measured <br />water use and assignment of EQRs to all existing water accounts. <br />• Existing Users <br />Reduce total peak month metered water use per EQR for existing residential and <br />commercial accounts (i.e. those existing by the close of 2008) by 8 to 10% by 2015 <br />as compared to the 2008 value. The 2008 value shall be the same value as that <br />described above for "New Users." <br />• Total/Average Annual Use Reduction <br />Reduce average annual water production needs by at least 5% system-wide by 2015, <br />from about 400 gpd/EQR to less than 3 80 gpd/EQR. <br />SGM # 99055A-388 24 Conservation Goals <br />
