Sherman <br />Executive Director <br /> <br />Dan McAuliffe <br />Acting CWCB Director <br /> <br />DATE: July 19, 2007 <br /> <br />SUBJECT: City of Rifle SB 07-008 Grant Request <br /> <br />Summary of Grant Application <br /> <br />The Office of Water Conservation & Drought Planning section (OWCDP) received a Water <br />Conservation Planning grant application from the City of Rifle, an entity located in western <br />Garfield County east of Grand Junction, Colorado. The City is a municipality that has a legal <br />obligation to supply, distribute, and provide water at retail rates to domestic, industrial, and <br />public facility customers. The City has a current retail water use of 1,860 acre- fc~et/year, which <br />means it does not currently meet the definition of a covered entity, under statute ~37-60-126, <br />however, due to their recent population growth rate at 5.5%, the entity has estimated to exceed a <br />retail water use of2,000 acre-feet/year by 2008. The application is attached for your review. <br /> <br />The applicant is requesting $31,665 to aid in developing a Water Conservation Plan that meets <br />the requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to <br />provide 25% of the project budget with matching funds in the form of $4,000 cash and $7,040 <br />in-kind contributions. Staffhas reviewed and evaluated the grant application and has determined <br />that the proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached <br />is the internal checklist used to evaluate the application as well as the application evaluation <br />criteria. <br /> <br />Recommendation: <br /> <br />The OWeDP staff recommends that Dan McAuliffe, Acting Director of the CWCB authorize <br />$31,665 to the City of Rifle for development of a Water Conservation Plan. <br /> <br />Attachments <br /> <br />Flood Protection.
