City of Rifle Water Conservation Plan Final Report -July 2008 <br />Municipal Facilities <br />Replace non low-flow fixtures (in `Top 17 <br />The City intends to replace inefficient fixtures either through attrition or through targeted <br />replacement as funding allows. Installing low-flow fixtures in its own facilities, <br />especially those with high public visitation, sets a good example and provides an <br />educational opportunity for users. <br />Require low-flow fixtures and appliances in new installations (in `Top 17 <br />This measure involves setting policy that requires all new fixtures and appliances meet <br />the EPA's WaterSense or equivalent efficiency standards. This measure was selected for <br />reasons similar to those for the previous one. <br />Replace conventional landscape with xeriscape (in `Top 17 <br />The staff would like to replace conventional landscapes (primarily turf) with xeriscape at <br />select sites where feasible and acceptable to demonstrate the City's commitment to water <br />conservation and to document the process and results. Proposed areas include the Elk <br />median, other CDOT medians, and on the east and west sides of Railroad Avenue <br />downtown for a total of almost 2 acres. These projects are also planned to serve as <br />demonstration projects for the general public. <br />Plan/design/install water-efficient landscapes (in `Top 17 <br />This measure would require that any new City-owned landscapes be designed and <br />installed to meet established xeriscape guidelines. This measure was selected for reasons <br />similar to those for the previous one. Upcoming projects could include new landscapes <br />in Centennial Park, Deerfield Park, and around City Hall for a total of 6 acres, or so. <br />Restrict water features/fountains (in `Top 17 <br />While this measure is not expected to save a significant amount of water, it was <br />determined that purely decorative water features/fountains send acounter-productive <br />message to the public that de-values water in the aril West. Therefore, the City will <br />adopt a policy that restricts its own use of water fountains to those which serve a useful <br />purpose, such as aeration of an otherwise stagnant pond to maintain water quality. <br />Require annual or biannual irrigation audits (not selected <br />Irrigation audits by a third party could possibly identify additional water savings; <br />however, the current City staff's commitment to irrigation efficiency reduces the <br />opportunity for significant savings. <br />Establish an annual water budget & reward reductions (not selected <br />Although tracking water use by City department could yield savings by tapping the <br />competitive spirit, it would require valuable time and resources from staff and may not <br />produce significant results. <br />SGM # 99055A-388 27 Conservation Measures and Programs <br />
