Please refer to Table I for past population served by the entity. .Future population <br />growth is typically predicted using surveys and projections made by organizations <br />that do these types of studies and projections. In a recent study, Ridgway/Tri- <br />County Water Feasibility Study, conducted for the District by Carter Burgess, <br />Montros,e County growth rates for the next 20 years are projected to be between <br />1.6 an.d 2.35%. According to the Study, growth rates for the next 5 years are 2.26 <br />in 2008 steadily declining to 2.11 in 2011. <br /> <br />The .District currently has a right to store 28,100 AF in the Ridgway Reservoir for <br />M&I supply. The domestic water providers in the Uncompahgre Valley currently <br />use approximately 30% of that water on an annual basis. Tri-County has a right <br />to, llse 12,860 A'F of the supply and we are using approximately 21 % of our <br />supply today. We estimate that at today's consumption rates, these supplies might <br />last between 35 and 70 years depending on a number of variables. Tn-County <br />indicated in the recent Statewide Water Supply Initiative (S'WSI) report that they <br />had no gap for the foreseeable future which was the year 2030. However, it is <br />obvious in Table I that continued growth will tap remaining supplies and it is <br />imperative that the Uncompahgre Valley implement water conservation measures <br />to delay the inevitable. <br /> <br />c. Through full implementation of this WCP, the District hopes to achieve a 200/0 <br />savings of its water supplies by the year 2025. However, these savings may not <br />be realized for some time to come because behaviors, attitudes, and habits can be <br />difficult to change to achieve sustained savings over a long period of time. <br /> <br />d. As mentioned earlier, the District is currently participating in the repayment of the <br />Dallas Creek Project, :Ridgway Dam and Reservoir. Ridgway stores <br />approximately 84,000 AF of water. Its main source ofin:flow is the Uncompahgre <br />River. The drainage basin above Ridgway typically yields approximately 100,000 <br />.t\F from April 1 to July 31 in any given year. Today, it typically requires <br />approximately 20,000 AF to fill the reservoir. In the future, however, this <br />requirement \viII most likely increase as more and more taps are sold and water <br />use goes up due to population growth. Today, the District feels very confident. <br />that our stored supplies can serve the existing population for at least two years <br />without a drop of inflow' to the Reservoir. However, this confidence will certainly <br />wane as time goes on and use go,es up. <br /> <br />The District is currently weighing its options for future development of <br />conditional decrees made in the 1950's - 1970's. The District also knows that <br />there are other options available to the District in irrigation supply conversions, <br />refill rights in Ridgway R,eservorr, alternate supply opportunities, and the like. <br />We intend to continue to look at the feasibility of any and all the options and want <br />to develop and implement a fonnidable and aggressive conservation plan to <br />prolong the need for development of new water resources as long as possible. <br /> <br />4 <br />
