<br />M's. Nichols holds a Masters of Science in Watershed Science. She has been involved. in <br />water rights and, water development for over 20 years. For the past eight years; she has <br />conducted general water resource consulting including development of plans for <br />augmentation, research and water rights analysis, and development of water management, <br />conservation, and supply plans. Additionally, she prepared the 2003 Tri-County Water <br />Conservancy District Water Management Plan. <br /> <br />3. Not all residential taps serve a residential use as some of <br />our 5/8 x % inch, meters that serve comm.ercial, industrial, or agricultural uses. As agricultural <br />and commercial 'uses are gradually decreasing in the Uncompahgre Valley; we suspect these <br />figures are changing and our residential use is most likely increasing. Cornerstone (a <br />residential development) began irrigating its golf course in 2007 and is expected to use as <br />much as 65 million gallons per year in coming years.. This could affect percentages <br />discussed in this paragraph in the near future. <br /> <br />4. The Tri-County Water Conservancy District qualifies as a covered entity, as described in, <br />Guidelines jorFinancial Assistance to Covered Entities to Develop Water Conservation <br />Plans definitions. <br /> <br />5. Background characterizing the water system, potential growth, and any other pertinent <br />issues that relate to the stated evaluation criteria: <br /> <br />a. Please refer to Table I for past per capita water usage for the last six years. This <br />calculation is made by dividing the gallons sold through retail meter installations <br />by th.e estimated population in the service area (2.5 persons per tap). <br /> <br />3 <br />
