6.. The District will reference its Water Management Plan to create a newWCP. The WCP
will describe current conservation measures implemented by the District and attempt to
quantify how those have impacted water usage. The WC,P will also describe new
conservation measures and goals that the District intends to achieve.

7. The District requests approval of grant money totaling $29,500. Please refer to th,e
"Project Schedule and Milestones" for plan expenditure and timeline. The District hopes
to achieve 50% completion by June 1, 2008, 95% completion by October 1, 2008
(including a 60 day public review period), and submittal of the WCP to the CWCB on or
before November I, 2008.

8. The District currently has limited staff and resources to complete WCP but sees an
opportunity to implement water conservation measures as a result that will greatly impact
its finite water supply. The District is determined to change water use patterns and habits
in the Uncompahgre Valley by encouraging it's customers to do the right thing for the
future. The District intends to use the grant monies as well as in-kind services to
complete the WCP. The District will provide RHN all information, including billing and
financial information, as well as staff time (in-kind services) to successfully complete the
WCP.

9. The District acknowledges the unmatched importance and scarcity of water in Colorado.
In arid regions of the United States, conservation is imperative. The District is committed
to implementing effective long-term water conservation measures to ensure water rights
and accessibility for current and future generations.

We understand and commit that upon approval of a grant of $29,500 from the Colorado
Water Conservation Board, the District will complete a WCP to comply with all of the
conservation measures identified in the Colorado Water Conservation .Board model plan
as required.

)~ --
, f'(:5

.Mike Berry, Manager, Tri-County Water Conservancy District

f!~

Vicki Ripp, Board President, Tri-County Water Conservancy District

5
