<br />CDNI <br /> <br />Executive Summary <br /> <br />Throughout Colorado the competition and expense for water supplies is increasing <br />while the availability of water is decreasing. The Town of Erie (Erie) is among many <br />communities in the Front Range that anticipate significant growth and increases in <br />water supply needs. <br /> <br />One way to help reduce water supply expenses and be a steward of the state's <br />valuable resource is to conserve water. As the cost of water rises, the economic <br />benefits associated with conservation will increase. Conservation is an important <br />component of Erie's water management strategy. <br /> <br />This Conservation Plan (Plan) provides guidance for effective water conservation <br />while controlling implementational costs. This Plan evaluates Erie's water demands <br />and supplies, defines goals specific to the conservation program, and evaluates and <br />selects conservation measures/programs for implementation. This Plan focuses on <br />conservation measures and programs that are compatible with Erie's water supply <br />system, water resources management strategy, and community values. <br /> <br />Conservation Goals <br /> <br />The development of attainable water conservation goals are a key component to the <br />success of a conservation program. Goals provide a specific set of standards that can <br />be used to gage the effectiveness of a program as well as clearly define the <br />expectations for the program. The goals listed below were developed with the <br />objective of targeting a specific amount of water conservation savings, while also <br />providing the ability to monitor the results of the conservation program on an annual <br />basis. The goals are as follows: <br /> <br />1. Average annual per capita water usage of 190 gpcd by 20141,2. This provides a <br />2014 water savings of 960 AFY (17 percent) relative to the projected demands <br />absent conservation and use of reclaimed water. See Section 5.2 for additional <br />information. <br /> <br />2. 690 AFY3 of reclaimed (reused treated effluent) water use by 2014 (assuming <br />approximately 350 AFY of reclaimed water use at Vista Ridge) to the extent that <br />development occurs as anticipated and the reclaimed water system is constructed. <br /> <br />1 The per capita water usage will be calculated using the population projections provided in <br />Section 3.3 and the total annual first-use water usage of billed and unbilled potable water, <br />raw water, and leased water.
