Erie extends north of Highway 52 with
State Highway 7 serving as its southern boundary. Erie provides water and
wastewater services to over 5/000 homes, plus commercial users and other municipal
needs. See Attachment A for a copy of Erie's "Notice of Incorporation of the Town of
Erie. "

Erie is planning to develop a Water Conservation Plan (Plan). The Plan will meet the
requirements for Colorado Water Conservation Board (CWCB) Water Conservation
Grants, and will reference the recommendations outlined in the CWCB's Water
Conservation Plan Development Guidance Document.

This document is an application for grant monies offered by the CWCB for the
development of a Water Conservation Plan. This application was developed in
accordance with CWCB's "Guidelines for Financial Assistance to Covered Entities to
Develop Water Conservation Plans."

1.0 Population and Expected Growth Rate

Over the past 5 years, Erie's population has doubled. Erie is expected to continue to
rapidly develop in the coming years. To address this growth, in December of 2005/
Erie completed an update of its Comprehensive Master Plan. This Comprehensive
Master Plan provides goals, guiding principles, and policies concerning the specific
types of land use development. A land use map was also produced to provide
guidance in regards to land use development within Erie's 46-square-mile service
area. Approximately two-thirds of Erie's planning area could ultimately be developed
for residential and commercial uses, with the remainder of the planning area
consisting of open space and other regional facilities.

As shown in Figure 1/ Erie has a current population of approximately 14/000 people.
This population is projected to continue to increase rapidly as Erie develops. It is
projected that Erie will serve over 33/500 people in 2025.
