CDNI

Section 1
Introduction

Throughout Colorado the competition and expense for water supplies is increasing.
One way to help reduce these expenses is to conserve water. The conservation of
water can reduce expenses associated with acquisition of the water, conveyance, and
treatment of both potable and wastewater. Conservation also promotes the
stewardship of natural resources and the environment by not only reducing water
demands, but also decreasing the amount of energy needed to pump, treat, and heat
the water.

Conservation is an important component of the Town of Erie's (Erie) water
management strategy. As the cost of water rises, the economic benefits associated
with conservation will increase. This Conservation Plan (Plan) is a useful tool in
developing a conservation program that effectively conserves water while minimizing
associated costs.

1.1 Purpose

The purpose of this Plan is to provide Erie guidance in implementing a conservation
program that will provide water conservation savings and is compatible with their
water supply system, water resources management strategy, and community values.

1.2 Participants

Erie contracted with Camp Dresser & McKee (CDM) to develop the Plan. Erie
provided CDM with all available requested data and coordinated the public review
process. CDM developed the Plan in accordance with 937-60-126(7) C.R.S. and
consulted CWCB's Water Conservation Plan Development Guidance Document for
general guidance. The contact information for Erie and CDM is provided below.

Gary Behlen
T own of Erie
645 Holbrook Street
P.O. This
information was used to develop a set of water conservation goals. Subsequently, a
variety of water conservation measures and programs were evaluated and ultimately
a portfolio of conservation measures and programs were selected for implementation.
An implementation plan, as well as a monitoring plan to assess the effectiveness of
each measure/program, is included.

1-1

\\DENSVR1\PROJECTS\9228 - ERIE\59443 - CONSERVATION PLAN\REPORT\FINAL DRAFT\SECTION 1.DOC
