<br />Each of these measures/programs was analyzed to determine the benefit-cost for <br />ELCO. As a result of the analysis, it was decided that all of the measures/programs will <br />be implemented at some point during the ten-year planning period. ELCO's customer <br />base has vastly varying needs and reasons for conserving water. Hence, ELCO wants <br />its list of conservation measures and programs to be as far-reaching as practical, <br />reaching the largest pool of its customers. <br /> <br />Based on our benefit-cost analysis, the implementation of the selected <br />measures/programs within the WCP will result in the following reductions in water usage <br />over the ten-year planning period. These results match well with the established water <br />savings goals; however, the resulting Single Family category savings is higher than the <br />established goal of 50/0 and will provide a factor of safety against the difficulty in <br />predicting the participation in this category. <br /> <br />. Single Family: 8.00/0 or 318 acre feet. <br />. Non-residential: 5.50/0 or 123 acre feet. <br />. Mobile Home Parks: 50/0 or 12 acre feet. <br />. Unaccounted-for Losses: 48.40/0 reduction or 240 acre feet. <br /> <br />The estimated cost for water acquisition, considering plant investment fees, is $56 per <br />1 ,000 gallons using native water supplies and $68 per 1 ,000 gallons using C-BT. By <br />2016, the water savings is anticipated to be 1 ,000 acre feet from the current projected <br />demands. The cost to acquire this water is approximately $18.3 million. The <br />anticipated revenue effects for water conservation, from cost of implementation and loss <br />of revenue, for the ten-year planning period are $3 million. This comparison clearly <br />demonstrates the value of water conservation. <br /> <br />Implementation Plan <br /> <br />All of the proposed water conservation measures and programs will require staff <br />resources for planning and coordination before implementation. This will require some <br />strategy in implementing the most beneficial measures first. To create an <br />implementation schedule, the selected measures/programs were grouped in the <br />following categories: <br /> <br />. Existing <br />. High ranking <br />. Audit Program <br />. Xeriscape Program <br />. Rebate and Incentive Program <br />. Mobile Home Park Program <br /> <br />Implementation of the measures and programs were phased to account for budget and <br />time constraints. Another consideration in the implementation schedule was CWCB <br />approval of this plan. This WCP is scheduled for final submission to CWCB, after the <br />60-day public-review period, at the end of June 2007.
