Kathy Phipps, East Larimer County Water District <br />Webb Jones, Water Consulting Group <br /> <br />Date: <br /> <br />3-22-07 <br /> <br />Subject <br /> <br />50% Status Summary for East Larimer County Water District Water Conservalion Plan <br /> <br />Clear Water Solutions is working with Water Consulting Group and East Larimer County Water <br />District (ELCD) to complete a Water Conservation Plan in accordance with State regulations following <br />the Guidance Document produced by the Colorado Water Conservation Board (CWCS) The <br />GUidance Document outlines mne steps in the water conservation planning process To date, ELCO <br />has completed Steps 1 through 5 <br /> <br />Initially, the consulting team and ELCD evaluated the physical components of its water system and Its <br />sources of water supply ELCO owns Colorado-Big Thompson water and native ditch shares in <br />numerous local ditch companies ELCO IS currently changing the use of some of its native water to <br />include domestic use through water court. which will be completed in approximately two years. ElCO <br />receives Its treated water from the SOldier Canyon Filter Plant (SCFP), which It jointly owns with North <br />Weld County Water District and Fort Collins-Loveland Water District The main limitations identified <br />for ELCO are: 1) the time it takes to change the native water rights in water court. and 2) a lack of raw <br />water storage, The District is currently looking at raw water storage options that were identified in an <br />evaluation completed for the SCFP. <br /> <br />fLCD's water rates. revenue from water sales. and billings and collections process were described <br />These provide an overall picture of the current condition in addition to helping to establish the <br />baseline for determining potential lost revenue due to water conservation in further planning steps <br /> <br />ElCD has five customer categories in which It tracks its water usage: Residential. Non-residential. <br />Multi-family. Mobile homes. and Wholesale. The Wholesale accounts have been left out of the plan <br />because those customers are responsible for their own raw water contribution and maintain total <br />sovereignty over their individual customers. lrogation taps are part 01 the Non-residential category <br />and have been identified as a good place to conserve water.
