J.i. <br /> <br />Multi-family customer category has not been targeted for water savings in this plan because there <br />currently are better opportunities in the other categories. <br /> <br />Water demand projections were completed for each customer category through 2030. ELCO's water <br />use in 2006 was approximately 3,787 ac-ft. The three largest water use categories in 2006 were <br />Residential (2,314 ac-ft per year), Non-residential (643 ac-ft per year) and Mobile home parks (226 <br />ac-ft per year). The largest individual water users consisted of four mobile home parks, an HOA open <br />space irrigation tap, four motels, and two commercial customers. Unaccounted for losses consist of <br />approximately 10% of ELCO's total water use and has also been identified as an area of potential <br />savings. <br /> <br />Once the three largest water-use categories and unaccounted for losses were identified, a meeting <br />was held with staff to discuss water conservation goals and potential measures and programs. <br />Preliminary savings goals were set for each of these categories. ELCO has made substantial water <br />conservation efforts in the pasf ELCO-/1as redu-cea its pe-r cap ita \i\iate r use from 192-gpca-rn -1999 to-- - <br />180 gpcd in 2006 through previous water conservation efforts. We felt the largest benefit could be <br />gained by strengthening ELCO's current programs and implementing new measures/programs to <br />conserve water in the identified areas. <br /> <br />The preliminary goals set for water use reduction over the next ten years for ELCO are: <br /> <br />. Residential - 3% <br />. Non-residential - 10% <br />. Mobile Homes Parks - 5% <br />. Unaccounted for Losses - 5% <br /> <br />After establishing the water savings goals, we identified a universal list of water conservation <br />measures and programs for possible implementation for ELCO to achieve those goals. The <br />measures/programs are separated into supply-side and demand-side conservation. These <br />measures/programs are further grouped into four categories (Utility Maintenance, Regulatory <br />Controls, Educational Programs, and Rebates and Incentives) for ease of understanding and to avoid <br />double counting water savings. The universal list consisted of a variety of measures/programs such <br />as rebate programs, irrigation audits, commercial audits, strengthening educational programs, and <br />leak detection and metering replacement programs. The consulting team met with ELCO's Board <br />and staff on March 20, 2007 to screen the universal list of conservation measures and programs <br />based on four criteria: <br /> <br />1. Staff and Council approval <br />2. Public acceptance <br />3. System limitations <br />4. Financial implications <br /> <br />This meeting resulted in a pared down list of measures and programs that ELCO can feasibly <br />implement. Six of the 35 measures/programs on the universal list were rejected due to a major <br />obstacle with at least one of the screening criteria. In addition, some of the measures/programs were <br />modified to better fit ELCO's system of operation. <br />
