In 2004, 25010 of <br />the District's water system was surveyed; in 2005 another 30010 of the water system was <br />surveyed. During 2006, Hughes Utility Services technicians spent thirteen days <br />surveying 73 miles of ELCO's transmission and distribution system (approximately 35010 <br />of the total). Based upon estimates prepared by Hughes technicians during the three <br />years they surveyed ELCO's water system for leaks, a total of 334 acre feet per year <br />has been saved. In the past three years, the percentage of unaccounted water use has <br />declined from approximately 25010 to 10010 as a result of repairs initiated after leak <br />surveys performed by Hughes Utility Services. <br /> <br />During 2006, the District purchased leak detection equipment similar to that used by <br />Hughes Utility Services. In August 2006, Field Operations staff received training on the <br />equipment. The District plans to use its equipment to perform leak surveys in advance <br />of Hughes Utility Services. Performance of preliminary surveys by District personnel <br />should help improve the efficiency and effectiveness of the leak detection contractors <br />hired by the District. <br /> <br />Water Costs, Billing Practices and Pricing <br /> <br />Billina Practices <br /> <br />ELCO mails monthly statements to each customer around the 20th of each month. <br />Current charges shown on the bill are due 30 days from the billing date. Any balance <br />due from prior months is shown as a previous balance. Previous balances are overdue <br />and are subject to additional fees if they are not paid by the date shown on the bill. <br /> <br />ELCO makes a second attempt to notify customers of an overdue balance by sending a <br />reminder notice. Landlords that provide contact information will receive notification of <br />an overdue balance owed by their tenants. <br /> <br />If payment is not submitted by the dates shown on the reminder notice, a delinquent <br />charge of $6.00 is applied and a door tag is delivered to the property. The door tag is <br />the third and final attempt to collect outstanding charges before water service is <br />terminated. <br /> <br />Customers receiving a door tag must submit payment by noon the day after the door tag <br />is delivered. If payment is not received, water service is terminated and a service fee is <br />applied. Customers who have their water shut off are subject to a $20 fee if water <br />service is restored during regular hours or $40 if service is restored after hours. During <br />2006, ELCO shut off water service to approximately 20 customers each month. <br /> <br />Charaes for Water Service <br /> <br />ELCO has historically levied a fixed charge that allows customers to use up to 4,000 <br />gallons of water during the billing period.
