Project Successes

As a results of the steps completed, it is evident that the City of Brighton residential
water customers have accepted and continue to use previously established conservation
methods. This information was quite helpful to identify areas where more conservation
can be achieved. We were therefore focused on objectives for future water conservation
activities and goals centered on outside water use and larger use customers.

Project Obstacles

The key obstacles faced by the team were projections for future growth. With the current
economic conditions, we did not want to project unrealistic demands that would affect the
timing of new water supplies and infrastructure development all the while creating
measures and establishing goals which in turn would extend the timing of new projects.
We have been successful in engaging key staff within Public Works, Planning and Parks
to help refine growth estimates in all water use segments. These refinements will be used
to adjust the future water demand forecasting to improve the selection of water
conservation goals arid the measures and programs that will be used to achieve the
selected goals.

Scope Changes

Due to some staff changes this summer delaying some of our previously expected
progress, the City of Brighton expects to have the Draft Water Conservation Plan out for
public comment by mid-January 2008. This schedule will still allow the City to have the
final plan to the Office prior to the start of the next irrigation season. With this in mind,
we ask that our next progress report due at the 95% level be postponed from November
30, 2007 until the public comment period has begun.

Thank you for all your support and guidance with our Water Conservation Plan Grant and
if you have any questions, please contact me.

Sincere y,

Dawn M.
