<br />CHAPTER 6 - CONSERVATION GOALS <br /> <br />Water Conservation Goals <br /> <br />In review of the water demands and costs shown above, the City of Fort Lupton <br />recognizes the need to further develop its water conservation goals. The three <br />largest users within the City are Residential, Thermo and City Irrigation. Goals <br />were established for these three users through discussions with City staff and <br />cooperation with customers within these categories. <br /> <br />Residential <br /> <br />The City's residential per-capita water usage is 173 gpcd. One goal is to reduce <br />this per-capita water usage to 161 gpcd. This water savings can be measured by <br />dividing the total water usage by the current population as the City moves into <br />the future. However, a key component of this is to get a good handle on the <br />billing records. The discrepancy from what is measured leaving the WTP versus <br />what is measured at the individual service meters is currently too high. It is <br />important that the City work to improve the unaccounted-for water because it is <br />difficult to track water use and may be a source of unrealized revenue. Once <br />these discrepancies are resolved, this water savings can be measured. <br /> <br />The City targets a 1 O-year reduction of 50/0 and a long-term reduction of 70/0. If <br />Table 4.2 is revised accordingly, the 2016 water demand is reduce from 1 ,873 <br />ac-ft to 1,742 ac-ft or 131 ac-ft. The 2030 projected water demand is reduced <br />from 2,833 ac-ft to 2,639 ac-ft. This is a long-term target water savings of 194 <br />ac-ft or 70/0. <br /> <br />Thermo <br /> <br />Thermo is a very large Commercial/Industrial user in the City. Current water use <br />at the power plant is measured only by Thermo at the end of the pipeline from <br />the 1-MG well water tank at the tank farm. Since Thermo's water usage is 390/0 <br />of the City's total water usage (potable + non-potable) and 860/0 of the City's well <br />water usage, conservation at the power plant would be beneficial. <br /> <br />The City met with Thermo to ascertain possible water conservation measures at <br />the power plant. Thermo significantly reduced its water usage in 2002 by <br />improving operations at the plant. The primary change, which involved <br />renegotiation of Thermo's contract with Excel Energy, was to correlate electricity <br />production with demands. Thermo reduced its water use from an average of <br />938,000 gallons per day to 586,000 gallons per day, or 380/0. As suggested <br />earlier in this report, the City would also like to evaluate if the backwash water <br />from the WTP could also be included in Thermo's raw water acquisition program. <br /> <br />Clear Water Solutions, Inc. <br />City of Fort Lupton <br />2007 Water Conservation Plan <br /> <br />35 <br />
