In order to <br />develop a complete list, we met with the two largest water users within the City, Thermo Power Plant <br />and Coyote Creek Golf Course, to brainstorm goals and possible conservation measures related to <br />their water usage. We believe these entities know their businesses best, so we wanted to involve <br />them in the development of goals and water conservation measures/programs associated with their <br />businesses. <br /> <br />We screened this universal list of conservation measures and programs based on three criteria: <br /> <br />1. Anticipated benefit-cost of implementation <br />2. Public acceptance <br />3. Staff and Council approval <br /> <br />Clear Water Solutions and City staff reviewed all of the conservation measures/programs to <br />determine which ones would be evaluated further, Some of the measures/programs were "thrown <br />out" immediately because there was a major obstacle with at least one of the screening criteria. <br /> <br />The list of conservation measures and programs to be evaluated further were then categorized into <br />four categories: <br /> <br />1. Rebates and Incentives <br />2. Educational Programs <br />3. Regulatory Controls <br />4.
