<br />-~-- <br /> <br />We chose to evaluated each measure based on cost of implementation and gallons of water saved in <br />order to get an apples-to-apples comparison, We researched information from many sources, <br />including Denver Water Department and the Energy Policy Act, to ensure our programs were <br />consistent with what others were doing and to accurately quantify water savings per measure. It was <br />important that we did not overestimate water savings or underestimate cost of implementation in our <br />benefit-cost analysis. The cost per gallon saved was the primary parameter in selecting measures <br />and programs for implementation. <br /> <br />Clear Water Solutions recommended to the City to not be too specific with its list of water <br />conservation measures and programs. Residents of Fort Lupton will conserve water for different <br />reasons, i.e. some for financial savings, some for the environment, some because of regulations, etc., <br />so we wanted our list of measures and programs to be as far-reaching as possible, We evaluated the <br />benefit-cost of each water conservation measure and program and selected the final list for <br />-----implementatioft:- ---- -- - - --- --- -----.--- <br /> <br />The next step in the WCP was to evaluate the water savings benefits of the recommended <br />measures/programs for implementation to determine if the City would achieve its water savings goals <br />through implementation. The City has a 1 O-year goal to save 5% in potable water usage and 5% in <br />non-potable water usage. The City has a long-term goal to increase its potable water savings to 7%. <br />We anticipate the recommended conservation plan will get Fort Lupton to its goals. <br /> <br />Once the goals and conservation programs were finalized, Clear Water Solutions revised its demand <br />forecasts to include the benefits of water conservation. We also quantified the reduction in facility <br />needs and the delay in capital improvement projects due to implementation of the recommended <br />conservation programs. The final chapter of the WCP outlines an implementation schedule for the <br />City to follow to properly complete water conservation. <br /> <br />Clear Water Solutions presented the draft WCP to City Council and staff on Wednesday, September <br />13, 2006. The City will review the plan and provide comments to Clear Water Solutions on October 4, <br />2006. Comments from the City will be incorporated into the plan, and the City will prepare for its <br />public-review process. The City's public process includes notification in the City's water bill, posting <br />an announcement in the paper, keeping a copy of the draft WCP at City Hall for the general public to <br />review, and allotting time at a City Council meeting for public comments. The public-review period is <br />scheduled for the month of November 2006. <br /> <br />Once the public process is completed, Clear Water Solutions will incorporate comments from the <br />public and submit a final report to CWCS. <br />
