<br />. <br /> <br />The City of Lamar is a benefactor ofthe Fryingpan-Arkansas Project (Project). The <br />Project is a trans-mountain diversion that diverts water from the Fryingpan River near <br />Basalt, CO, on the western slope, to the Arkansas River Valley to be used by agriculture <br />and municipal entities. The Project is administered by the Southeastern Colorado Water <br />Conservancy District (SECWCD). The SECWCD boundaries extend from Buena Vista <br />to Lamar. The two million gallon tank was recently installed in 2002. Both tanks <br />provide eight million gallons in total storage. The City uses Fryingpan-Arkansas Project <br />water and ditch and canal water to recharge the ground water in the well field. Water <br />from the well field is pumped to the Lamar Water Treatment Facility (WTF). The WTF <br />is located at 28700 County Road 8.5. The WTF has 7.5 million gallons per day (MGD) <br />peak t:::apacity. The City's peak and average daily demand are 6 MGD and 1.6 MGD <br />respel;;tively. <br /> <br />Planned improvement to the system is part of Master Plan TEC is currently preparing for <br />the City. Once the Master Plan is completed the City will prioritize which improvement <br />will be performed. <br /> <br />Waste Water Treatment and Storage <br />The Lamar wastewater treatment facility (WWTF) is located at 1203 Century Drive. It <br />consists of evaporative lagoons. The only discharge is to ground water, hencc~ there is no <br />discharge to the river. Lamar's National Pollutant Discharge Elimination System <br />(NPDES) permit number CO 0023671 was reissued in 1990 and amended in 1993. The <br />WWTF has a capacity of 1.20 MGD and the average demand is .95 MGD. Presently <br />there are no planned changes to the WWTF, but the Master Plan will be looking at <br />options to expand the capacity of the WWTF. <br /> <br />6. Description of the Proiect Plan <br />This grant application is in response to the letter dated March 20, 2006 from the Colorado <br />Water Conservation Board (CWCB) Office of Water Conservation and Drought Planning <br />(OW"CDP) to the City of Lamar. Please, see Attachment 6. The letter states that the City <br />of Lamar's water conservation plan only meets the minimum requirements and should bt;: <br /> <br />5 <br />
